Translation patch for 14599308 failing with forms generation error

We recently requested through https://updates.oracle.com/TransSync for translation patches for languages traditional chinese, simplified chinese, spanish, brazilian portugese,, japenese and korean to apply in our EBS R12.1.3 instance as prescribed in 252422.1. We obtained the patch 14599308 through the url. On applying the patch, the forms generation fails for one of the forms fails for all languages except brazilian portugese with the error:


The following Oracle Forms objects did not generate successfully:

cll forms/JA CLLRIFOI.fmx
cll forms/ZHS CLLRIFOI.fmx
cll forms/KO CLLRIFOI.fmx
cll forms/ZHT CLLRIFOI.fmx
