Orders going on hold in sales update

In a 9.1 environment, the sales update is putting orders on hold and not updating to 999 if there is a default hold code on the the billing instructions. It only happens if the cost update is active. The R42950 references a P4210 version that does not have any holds activiated and does not have auto re-pricing.

Has anyone seen this.
