Oracle x3-2 bought in single CPU format can it be upgraded to a 2 CPU system later.

 I can't quite get a definitive feel for this question.  We are looking at the X3-2 with a single Cpu, there is a valid reason for this, however the blurb on this site seems to suggest that an extra CPU can be added at a later date.  I could be wrong which is why I'm putting this question out there.
What also seems odd is that the single CPU version is more expensive than the dual. CPU Version,  this was confirmed yesterday by Oracle
