Can be merged ?

Hi everybody,
I have a patch that should be applied but in redme file i see that below, does "Please apply in the order listed."  means that i can not merge below patches , or not ?

PATCH SEQUENCE:
  The following patches are required and should be applied to a test area
  first. You must download and install these patches unless they have been
  previously applied. Please apply in the order listed.
