License Question

I was going through our Oracle license and wondered why we have the following two:

Oracle Database Enterprise Edition-Processor Perpetual (4) and Oracle Database Enterprise Edition-Named User Plus Perpetual (102). Are they alway bundled together? What i sthe purpose of the Named User Plus if we have Processor license? If that is for test environment, we can have as much test environment as we wanted as long as we also have less than 102 named users?
