Essbase Filter

I really could use your advice, because I'm really clueless at this point what is it that missing from my setup under Shared Services (version 11.1.2.00.3100)
Basically, I want to give the end users the ability to read all data in this Essbase app via a filter. So, this is what I did and I got a message saying "You do not have sufficient access to read on this database" when I did an Essbase retrieve using Excel Add-in.
1) I created a simple read only Essbase filter named ReadOnly via EAS. This filter will eventually function in a way so that user can read any months that data has been loaded and finalized and only allows user to load latest month-end closed data to the month that is emptied. For now, as I'm testing this filter so far there are only 2 lines of instructions.
