Can patch 9856104 be applied with out the pre-requisite 8706842:R12.FA.B

Hi,
I need to install patch 9856104 (1OFF:9791587:12.0.5:FAXMADDS: FRM-40501: ORACLE ERROR: UNABLE TO RESE ) because it will solve a problem the customer is having. The problem is that it needs patch 8706842:R12.FA.B as pre-requisite patch. That is Assets Consolidated Patch for 12.1.1 September 2009. Customer doesn't approve installation of this patch bacause it is large FA patch that needs thorough testing and might cause some problems. So I'm asking if this pre-req patch is absolutety mandatory or can I install the one-off without it?
