Tax recovery rate taking 50% instead of 100%

Hi,

Currenlt we are on Oracle Financials r12.2.

Recovery rate is defined for 50%

But we have a requirement is if the ap distributin is entered gl code  between 10001 to 19999, the recory rate should be 100%.

to meet above said requirement we done the tax rule setup with 100% and required glcodes,

 and we have done tax recovery rate setup for 50 % .

But when I creae AP Inovive with distribution accojunt 10005, 50% tax is getting ccalcualted instead of 100%.

Kindly help to overcome this issue.
