Manual Journal Approvals

 Hello, how are you doing?
Is it possible to create manual journal approvals whereby the journals are approved by an approver who is not in a HR hierarchy and if in a hierarchy may not be in the reporting line of the preparer of the journal.

Linked to the above query, would it be possible to use alerts to do it and if so how?
