Oracle Warehouse Builder 11g R2 along with Database 11g R2 64 bit on Windows 7

I have

Installed Oracke Database 11g Release 11.2.0.1.0  (64bit) on Windows 7 Enterprise.

Oracle Warehouse Builder Design Center would not start

gives the following error.

The application was unable to start correctly (0x0000018). Click OK to close the application

Design Center

C:\app\xxxxxx\product\11.2.0\dbhome_2\owb\bin\win32\call setowbenv.bat

same error when I installed 32 bit of Oracle 11g R2

database connections thru browser and Sqlplus are working

the integrate Oracle Warehouse Builder   Design Center is the only one could not start.

any work around or any patches need to be applied

please suggest
