Security Levels for Diagnostics Super User vs. Application Super User, Application End User.

Can someone clarify which diagnostics a user with Diagnostics Super User role can execute?  Specifically, can a user with this inherited role run all diagnostics for all users, or are they limited to running diagnostics for only responsibilities they have assigned and only for their user id?

In reading note 358831.1 I can't determine what a user with the seeded System administrator responsibility should be able to run. As an internal support person I'm having difficulty running certain Purchasing diagnostics for users when they encounter an issue with approval or notification.
