To install R 12.1.1 and upgrade with Romanian language

Hi Experts
We need to have R12.1.3 with Romanian and Polish language enabled
During installation we will keep database charachter set as AL32UTF8 so that in feature we can enable any languages
Kindly help for the approch with steps

1) install R12.1.1 with base language and db charachter step as AL32UTF8
2) Upgrade to R12.1.3 and appy translation language for Romanian and Polish

OR
1) install R12.1.1, enable the language (during installation if any step) and upgrade to R12.1.3
