patch 9281489 11i : version of file poxwfrqa.wft not changed

Hi,
The Open Document Link in the Purchasing Notification Opens to a Blank Screen . the solution for this problem is provided in document 1071664.1 .
we applied patch 9281489 but issue is still remaining.  according to the step 3 in document 1071664.1 i checked the version of poxwfrqa.wft , the value should be 115.80.11510.9,
but the version is 115.80.11510.8 in our environment.


Lgi file is showing :
------------
Will not apply poxwfrqa.wft: Files have same version.
  Patch  : /u2/ext_patches/9281489/po/patch/115/import/US/poxwfrqa.wft, v115.80.11510.9
  On-Site: /u2/TEST/testappl/po/11.5.0/patch/115/import/US/poxwfrqa.wft, v115.80.11510.9
