WIP Job Cost Variance

Hi,
WIP value summary shows a cost variance. when i verified, the costs relieved against the wip completion for the cost elements is zero so the variance. but i do not understand why zero costs are relieved. 
how does assembly completion transaction in wip work for an average costing organization.
