Full package build on iSeries platform fails. CZM0613 Compile Failed

I'm trying to build full package and only one server is failing. That server is a iSeries VR6.1 machine. The full package works on our other AS/400 machine which is main enterprise server. I tried the following document from Oracle with no success E1: PKG: Troubleshooting Server Package BSFN Errors "CZM0613 Compile Failed" - AS400 iSeries Platform [ID 1223734.1]

Even tried to build another full package and still get the same issue. I have built full package on this machine before with no problems. 

My Release:

JDE 8.12

TR 8.98.4.3
