Cannot Download BI Publisher Patch p14274764_10g_Generic.zip 409.5 MB

When I try to download this patch it completes in a couple of seconds and is only a couple hundred K in size, not he 400 plus MB as advertised.  I treied a few other patches and had the same results.  How can I download this patch?
