Responsibility in EBS

I know that I am able to run the report and find out the active responsibility and user in the current EBS system. But is there a way to find out all the responsibility in the system (both active and inactive)? When the system is being implemented ( I understand it probably depends on what product we have.), how many different responsibilities comes with the system? (Version 12.1.3) Please advice. Thank you very much.
