Global Contract Agreements

We have recently upgraded from r11i to 12.1.3. All of our contract agreements were migrated as Global but the "Enable all Sites" option was not enabled. Now our buyers cannot reference the contract on the standard PO line if they need to use a different supplier site. I tried changing the site on the CPA; it allows the change but will still not allow the contract to be selected on the standard PO. I would like to update the contract agreements to enable the option. How can this be done?
