How to do Budgetary Control For Inventory Items ?

Please share some workaround to control budget of Project for Inventory Items purchases considering Inventory + Project Manufacturing Installation.As in Oracle Projects R12 , Budgetary controls is not work for project transaction related to Inventory Items (one technical reason comes in my mind is because when Destination Type = Inventory , PR doesn't allow to enter project distribution line given that Project manufacturing is not installed )But in our case Project Manufacturing is also installed along with Inventory. So in this case we can enter project destribution line when Distination Type= Inventory.So can any one please share some idea, how can we control project related PR/PO for Inventory Items.
