No LOV in User to Value security selection while publishing a report

  Hello Folks,

    I just encountered into an another obstacle while publishing a report in report manager. I am trying to restrict access to some business users by using "USER to VALUE SECURITY" under security section in publishing wizard. 

  I am trying to look up our employees by selecting NAME / DESCRIPTION value in drop down and I don't get any results. I am not sure if this is a bug or I would need to apply a patch. 

Please let me know if you can refer me to a metalink note or just any thoughts around this will be highly appreciated.
