Metric evaluation error start - Target is in broken state

I'm having an issue where I receive the following error after adding a 9.2.0.6 database target in 11.1.0.1.0 11g OEM.  Oddly enough, the DEV version of the database is being monitored without issue (same DB and OEM versions), but the PRD environment failes with this error.

Error:

Metric evaluation error start - Target is in broken state. Reason - Get dynamic property error,Compute dynamic property takes too long,Dynamic Category property error
oracle.sysman.emSDK.emd.comm.OperationException: target {orcldb, oracle_database} is broken: cannot compute dynamic properties in time. - target {orcldb, oracle_database} is broken: cannot compute dynamic properties in time.
