upgrade 8.12 to 9.0 Questions

Dear All,

I am performing my first upgrade 8.12 to 9.0 with 9.1 TR, i am reading the manual "JD Edwards EnterpriseOne Applications Release 9.0 Upgrade Guide for SQL Server on Microsoft Windows" but i am confused that what i need to install 8.12 or 9.0 on deployment server and platform pack? we have new servers machines so we want to move there after successfull upgrade and data migration on new servers.
 
Currently we are using 8.12/8.98.3.4 on Windows 2008 Platform with SQL 2008 Server. 

as per my understanding i am thinking below steps need to do, can you please correct me that below steps order is ok 

1. On Deployment server i need to install 8.12 and copy the old depserver data to new server?
