How to disable the Update of Action Code after Line Item Field Changes

On the 8.1.1.X vanilla application when you change the vanilla field “Service Account” on an Order Line Item with ABO enabled the Action Code is changed from “-“ to “Update”. How can you configure the Action Code not to be changed when this field value is changed?

 

I tested inactivating the SIS OM PMT Service User Properties as follows based on KM Doc Id 1459752.1 but it did not affect the behaviour:
