OMS repository migration using Datapump for EM12c upgrade

I'm attempting to migrate my OEM 10g repository database from AIX to Linux using Datapump as explained in Note:Grid Control Repository: Steps to Migrate the 10g Repository from One Machine to Another on the Same Platform [ID 1068841.1].The source database and target database is 11.2.0.1. The datapump export and import complete successfully without errors and all pre and post import scripts executed. All objects in the destination database are valid and object counts for the sysman user match exactly.
However, when I attempt to do an upgrade (using 2-System method) it always fails during repository upgrade. It always stops with an ora-600 error.
