Cycle Count question

I'm sure this is a stupid question but it's been bugging me and as we roll on to another physical inventory I
figured I would see if anyone had any suggestions....
When we create the cycles using R41411, we get a listing of our group of items (we use an item number
range). Some of them show an on hand balance and some show zero on hand. When the guys go
to scan the cycle, many of the items they find, but sometimes they do not find any of an item that
had an on hand balance. What makes the waters murky is that in the cycle there can be hundreds
