OAB Open Enrollment - How to De-enroll everyone from a Plan yet still make it a valid choice for Ope

For OAB Open Enrollment, we have an interesting requirement, looking for help on this.

We have 3 Medical Plans, call them A, B and C.

Management has decided that Medical Plan B is undergoing such drastic rate reductions and changes in coverages, deductibles, etc. for 2013, that no one should be automatically enrolled in it.

Medical Plan B will continue to exist and be Active in 2013, but when the EE is going through Open Enrollment, and they are currently in Medical Plan B, we do not want to automatically default them to that, we want them to have no default set, and they must choose between Medical Plan A, B and C.
