Terminated Assignments not End dated

WE have several employees who have been terminated.  The Actual, Standard Process & Final Process dates have been entered.  Some of these employees were terminated several years ago, but the Terminated Assignment was not end dated.  When you query these employees using a current date, you open the terminated assignment.  The status is Terminate Assignment but it still shows as active when running reports.  It still creates issues when running the Payroll, if the employee has been rehired and now has an Active Assignment.  The employee appears to have two active assignments.  Any ideas as to why this happens?
