Bursting feature can send email successfully via internal company email address but not out-company

My problem is:

Bursting feature can send email successfully via internal company email address but not out-company email address.(for example using bursting feature I can send email to liangzx03@midea.com successfully, but not ffish123@gmail.com)

If I want to get the bursting email feature work, what is the prerequisite task I should do?

Should I config mail server in OAM of Oracle EBS?
or I only need to make sure my mail server setup in the mail server side , no additional task need to config in Oracle EBS?
