Report Interconnect

I am using Report Interconnect in an application.How can I 'Override Location' of the report to 'Local' so that I can test it locally.
The Document 626500.1 says

Run Report Interconnect local from Interactive Application in a local web client
To test a Report Interconnect locally from an interactive application in a Local web client, the Report Interconnect must be launched via ER or business function and an active OCM mapping must exist for the Specific or Default UBE to run Local.

Where from I get details?
