Is it possible to change the Rate Date in iProcurement receipt?

Hi gurus,

My customer must change the 'Rate Date' in every procurement transactions: requisitions, RFQ, Purchase Orders, receipts,... The requester uses iProcurement application in order to do the requisitions and receipts. In the requisitions he can change the rate type, however in iProcurement receipts he can not. Is it possible to change the Rate Date in iProcurement receipt?

We need change the rate date in the iProcurement receipts like in Inventory receipts.
