Find User who deleted record from Collection plan

In Quailty end user Deleted a data from  collection plan type.I check in Back end in FND_LOOKUP_VALUE values are deleted from there.

How can i find who one deleted this record . I Have not enable audting .Is there another way to find out who one delete this record.
