Actuate reports conversion

 We have Actuate reports and migrating them to BIP from siebel 7.8 to 8.1.1.6. I'm using the Actuate Migration assistant tool, I'm in the process of creating Integration Objects for reports using Assistant tool , My question is where do i need to run this tool? is it where the siebel tool 7.8 exist or the where the siebel 8.1.1.6 tool exist?
In the conversion pdf file they have mentioned the following command need to run to create IO

run_IOC –r <Siebel Tools report name> -d <ODBC Datasource Name> -u <DB username> -p <DB password> -l <log file path> -ll <log level> -n <IO name>
