excel template conditional formatting

What is the best way to create conditional formatting in an Excel template?
Excel templates support formatting, but it is limited and requires placing the formatting in the XML. I tried using Excel's native conditional formatting, but it would only allow three rules for a cell in the output even though I have five or more rules. I tried placing XSL formatting in the XDO_METADATA sheet, but that didn't work.
