Can i create a picking rule that will prevent certain stock locations from be included in the alloca

We are on 11i with extended support.

We have created a new stock location called OVERFLOW and would like to have it restricted from the sales order allocation and pick release. Is there a way to restrict what stock locators are allowed to be pick from and which are not? I'm do not want to do a customization.
