PatchList.xml Version

Currently we are in 12.0.6. We have already installed "E-Business Suite Diagnostics 12.0.6 Release Update Pack (Diagnostics RUP6)". But still PatchList.xml version is 120.3.12000000.10 which is well below 120.3.12000000.16.
Can you please help on this.
I am not sure why the version is not 120.3.12000000.16(as mentioned in document 357745.1). Also not sure how we can bring up version.
