New AP RPC 14273383 - readme instructions are not clear

We are doing a recommended patching cycle, and I want to apply 14273383 for AP.

We use encumbrance accounting (Public Sector Accounting). We are a higher education institution.

When I look in our licensed products, it shows we are licensed for Federal Financials (FV) and Public Sector Applications (PSA) and Public Sector Application Utilities (PSAU).

In reading through the readme for this patch, I am not sure how to proceed. Although we show as licensed for Fed Financials, that isn't a module we use that any of us are aware of, but we do know about PSA and know that we're using that!!! We have been using eBS for over 10 years - this is the first time I've ever become aware of a product called Federal Financials (FV) and that we're apparently licensed for it!
