Refresh button does not reflect data changes.

We are on Oracle BI Publisher 11.1.1.6.0If we have run a report, and then there is some data changes at backend and we refresh the report (by clicking on Refresh Button), it does not reflects the new data changes, but still shows the same old data.
Is this a bug or expected behavior?
