Material Debrief allows Zero qty

Hello,

Can someone explain the significane behind the Material Debrief taking Zero qty unlike other modules dont take Zero qty for transactions. No Material txn or Charge import happening once the Material is Debrief'd with Zero qty though. Would like to know significance / reason behind Oracle left with this option. We are in 12.1.3
