Interest rate definition for Late Charge - Average Daily Balance Calculation Method

Where is the interest rate defined for Late Charge calculated using Average Daily Balance? I assume it's NOT defined in the Late Charge Schedule as this is used for Tiered Interest rates. Please let me know the exact navigation for the setup.
