Need transformation of Phone Number based on the Contact's Primary Account Country.

Whenever the user enters the Phone number without a “+”

Ex : 1234

then vanilla functionality of Phone number will kicks in and will convert to “+441234” from current locale settings which is specified at the “e-Media” component level. (Assume we have locale parameter as "ENG" at the "e-Media"component level)

1) Is there any way to prevent the vanilla +44 addition?

2) Would it be possible to make the transformation based on the Contact’s primary account country rather than the locale settings of the user who is logged into Siebel.
