Vertex Rule "Creation Date" overrides "Effective Date" - Oracle Data Fix is not ideal

Vertex Creation Date overrides Effective Date such that for Vertex non-taxable rules that should override/precede Tax Applicability rules in eB Tax - they do not work and the eB tax "Applicable" rule is causing tax calculation. This occurs when Customer Invoice conversion (partially) occurs after go-live. Implications are that tax is enabled and for invoice dates prior to Creation Date of Vertex non-taxable rule, the vertex non-taxable rule will not take affect and the eB tax rule which defaults to taxable will apply.
Transaction Fiscal Classification with Transaction Type as the Fiscal Classification seems like it would work.

How is the Transaction Type selected (in which field)? I see setup documentation for everything except for this one key field.
