Deliveries are splitting into multiple invoices

Hi guys,   Im experiencing an issue, that single Deliveries are splitting into multiple invoices, while all the setup has been done achieve single invoice for single delivery
see attached documents for setup screen shots and data from RA_INTERFACE_LINES_ALL table
need urgent help
