Project - Setup - Other Project Setup: How to remove links?

Hello,

I have a "how to" question that maybe you can help me with.

On the Project, Setup tab, near the bottom, is an Other Project Setup section.  There are 11 links in that section.  I want to hide a few of them.  I cannot find a personalization to edit this section, nor can I identify a menu function that looks like it could relate to these links.

We are doing a 12.0.4 to 12.1.3 upgrade project.  In 12.0.4, these links are hidden for all project responsibilities except the super user.  In 12.1.3, they are showing for all project responsibilities.  Whoever configured this originally is long gone, and we cannot figure out how to do this, as the techniques we are familiar with lead to dead ends.
