R12.HR_PF.B.delta.5 (Patch 13418800) - Oracle Payroll:12.1.3- failed with relinking issue.

Hi Team,
Customer is applying the  R12.HR_PF.B.delta.5 (Patch 13418800) mentioned that According to our DBA we are facing problems while applying the patch, for so the respective log files have been attached. Please check and advise ASAP.
The patch you have suggested, when we tried to apply it failed with relinking issue.

this error is found in  re link.log .
