install NLS patch# 6678700_AR, It gives errors

We are trying to install Arabic NLS above Oracle E-Business Suite release 12.1.1.We install prerequisite  patch# 8576725 successfully. But when we install NLS patch# 6678700_AR, It gives errors:-
AutoPatch error: File in patch is not a known Oracle Applications files

File in patch is not a known Oracle Applications file:
'xtr reports/AR XTRSESTA.rdf'

AutoPatch error:
File in patch is not a known Oracle Applications file:
'xtr reports/AR XTRSTDAY.rdf'

AutoPatch error:
