User in International business group cannot see job codes in US business group

Our Int'l users cannot seem to create contractor requests. When they look for the job code, the LOV is blank. We suspect the LOV is following the person, not the responsibility. For example, one user is in the UK, an International Business Group. The job code is in the US business group. She has a responsibility that grants her access to the US business Group. Using the US business group responsbility, creating a req in an OU in the US business Group, and searching for a job code in the US business group, her search turns up emtpy. Every variable
