Incorrect Journal payment

Hii,
I have some problem with journal payment. There is incorrect journal for payment when invoice have a withholding tax.

Case :
 Invoice Journal >>> Expense                            100
                                           Liability                            91
                                           Withholding tax                 9

Journal Payment >>> Liability      100
                                           Bank       100

Journal payment above is Incorrect, the correct one for Journal payment it's should be like following :
Journal Payment >>> Liability      91
                                           Bank      91

I already apply patch bellow :
Patch 9911823
Patch 9356460
Patch 9257606:R12.AP.B
Patch 9670808:R12.AP.B

But it didn't solved the issued. can somebody advice for this issued???
