Default Scheduled Start Date for PM Work Orders

After generating forecasts for Preventive maintenance work orders using List Dates Rule.All the Work orders have Scheduled start time as 00.00.00.
How to change this default scheduled start time. 
Because as per clients scenario all PM work should start at 08.00.00, which is a 1st Shift start time.
