Rounding off for withholding tax

I am using Oracle 11.5.10, can someone suggest if there is any setup for rounding off for withholding tax. Is there any functional setup for that or is there any way in terms of technical code work that can handle this.
I feel that the witholding tax calculations are performed using AP_CUSTOM_WITHHOLDING_PKG. Within this package, we have AP_SPECIAL_ROUNDING which is specific to witholding tax rounding off. Is it suggested to make changes to this standard Oracle code to meet the customer requirements.
