Extended properties of a Bubble Chart

I try to create a Bubble chart with the Reports Builder (WYSIWYG editor). The version of BI Publisher is v11.1.1.5

I need to limit both the X and Y access to only include values between -1.0 and 2.0

I would also like to add reference lines on both the X and Y axis at 1.0.

I read the instructions in the "graph_faq_with_style.html" document and tried to change the chart.xml. But with no success.

Could you please give me detailed instructions how to access and change these attributes in a layout created via the the Report Builder (WISIWYG editor). If not possible, can I alter a .rtf template created with Template Builder?
